Alex Alubisia’s Expertise QUALIFICATIONS SUMMARY Alex Alubisia is a graduate with a degree in Social Policy and Planning, as well as earlier training in the formal education sector. He has over 30 years of experience designing and managing education, food security and health programs mainly targeting children and young people. Alex has designed and managed programs in various parts of the Africa region and the Middle East. These include Kenya, Tanzania, Uganda, South Africa, South Sudan, Ghana, Rwanda, Yemen and now Ethiopia. Alex has experience working with Ministries of Education at both national and sub-national levels mainly in the areas of education sector planning and policy development, early grade reading, teacher professional development and disability inclusion. Over the last eighteen years, Alex has worked full time in designing, planning and implementing both literacy and numeracy programs in Kenya, Rwanda, Yemen and now Ethiopia. He is an experienced and effective manager, having designed and managed large programs and budgets and led large teams of professionals representing a range of technical, financial and administrative skills and expertise. Alex has published work in the areas of basic education, social exclusion, sexual and reproductive health care (Free Primary Education: The Missing Out; A case of Coast Region in Kenya: 2008; “Myth or Reality?” – A review of UPE Experiences, Challenges and Lessons from East Africa: 2004; Corporal Punishment - Impact on Child Rearing Practice in Tanzania: Save the Children: 2004; “A Pregnant Silence?” – Research Report on School Girl Pregnancies, Tanzania: March 2003). From January 2016 until July 2020, Alex served in the role of Chief of Party for the USAID-funded School Community Partnerships for Education Project (MUREKE DUSOME) implemented by Save the Children Rwanda. In this role, he was responsible for technical leadership, administrative oversight and overall coordination of the project. He led the program’s annual work planning process, detailing resource deployment estimates necessary to achieve proposed milestones and targets; he coordinated efforts leading to the development of the National Literacy Policy for Rwanda (still pending government approval). In September 2020, Alex was appointed Project Director for the USD 36 Million Gateway to Education project in Yemen, a position he held until September 2022. Since December 2022, Alex works as the Chief of Party for the USD 46 Million USAID/LEGO Foundation funded Childhood Development Activity.
