Barry Luke’s Expertise Chief Luke has 47 years of progressively responsible work in public safety with shared emphasis on operational and technical issues; including twenty years of management experience in metropolitan consolidated public safety communication centers. He is currently focused on prehospital and emergency department healthcare relating to the use of technology and development of a culture of excellence in resuscitation science. Chief Luke started his public safety career in 1974 as a volunteer dispatcher with the Gainesville FL Police Department. He has worked as a fire-fighter/paramedic, flight medic, and police officer before retiring from Orange County FL Fire Rescue after serving as Communications Manager, Division Chief and Deputy Chief. Chief Luke was involved in the development of public safety broadband requirements and is an author and technical writer of a number of reports during his tenure as Deputy Executive Director with the National Public Safety Telecommunications Council (NPSTC). Those documents detail operational and technical capabilities needed by first responders. Chief Luke is currently focused on enhancing prehospital patient care while also advocating for the use of proven technology solutions. He volunteers his time to support a number of initiatives at the University of Washington, School of Medicine, Division of Emergency Medicine, participating with the Emergency Medicine simulation program. He is also a faculty instructor for the Seattle-King County Resuscitation Academy sharing expertise on Telecommunicator CPR programs. He is currently employed at Evergreen Medical Center in the Emergency Department. Chief Luke was awarded Life Member Status by the Association of Public Safety Communications Officials (APCO) International and also received the Communications Center of Year Award in 2005 from the Congressional 911 Caucus for his agency's handling of four hurricanes. In 2019 he was honored to be the recipient of the 2019 Richard DeMello award for advancing public safety communications at the local, state and national level. He is a published author on topics ranging from emergency communications to EMS system management. Chief Luke has private sector consulting experience across a wide range of public safety service areas. He is known for his excellent interpersonal skills and presentation style, with experience before elected officials, civic groups and industry coalitions. He is nationally and internationally recognized speaker and presenter on public safety and emergency medicine issues.
