Chris Jones’s Expertise Directs all aspects of the Commercial Striped Bass and Permitted Fisheries Quota Monitoring Program including: ● Supervising the Commercial Fishing Gear Compliance Program, ensuring DNR is in accordance will all established guidelines and regulations ● Being responsible for the review and approval of over 1,000 Chesapeake and Atlantic Permits for black sea bass, summer flounder, horseshoe crab, spiny dogfish, yellow perch, eel, snapping turtles and finfish trotline gear directed at blue catfish ● Managing stakeholder outreach and communication, providing consultation and resolving questions and complaints through phone, email and personal interactions including the management of four voicemail hotlines ● Representing Fisheries on the Commercial Industry Striped Bass Workgroup, providing recommendations and stakeholder feedback to regulatory ideas and proposals in consideration ● Assisting in the creation or alteration of regulations to better support the commercial industry ● Maintaining databases including real-time data entry and analysis for the Permits program ● Contributing to annual program and Federal grant reports, highlighting program performance and contributing to regulatory proposals ● Supervising employees supporting Commercial Striped Bass Permitting, setting goals for performance, prioritizing workload and providing feedback and coaching for career growth. Provided critical support to the Aquaculture Leasing and the Commercial Permitting and Quota Monitoring Programs including: ● Responsible for daily communication with key stakeholders in the Aquaculture Leasing, Commercial Permitting and Quota Monitoring Programs, addressing concerns, resolving conflicts and more ● Assisted with harvest entry and contributed to annual usage report and late reporting monitoring ● Managed all new applications, screening for completeness, constructing internal review summaries and assisting applicants with missing application pieces ● Modernized the Commercial Permitting and Quota Monitoring programs, transitioning from the Apprenticeship Program ● Initiated the development of new databases and systems, increasing efficiency for permitted species ● Implemented new Spiny Dogfish Permit ● Managed all Atlantic Coast Permitted Species including black sea bass, summer flounder, horseshoe crab and spiny dogfish. Key member of the Coastal Bays Finfish Investigation Project. Contributions included: ● Designed and implemented SAV Habitat survey ● Executed deployment of trawls and seines, boat operation and fish identification ● Coordinated dockside sampling for species with management implications ● Managed database including data collection, data entry and data analysis, ensuring accuracy and completion at all times ● Analyzed data and authored federal report sections for macroalgae and SAV Habitat projects ● Represented Maryland on the American Lobster Technical Committee with Atlantic States Marine Fisheries Commission (ASMFC) ● Delivered quarterly technical and management recommendations to Maryland’s Members of the ASMFC Management Board ● Coordinated and contributed to the biological reference collection ● Assisted with all facets of the Offshore Fisheries Data Collection Program. Key member of the U.S. and Fish Wildlife Service. Contributions included: ● Executed collection of spawning American Shad and strip spawning eggs for the Susquehanna River American Shad Restoration Program ● Responsible operation and maintenance of a multitude of fishing gears including but not limited to Electrofishing, backpack and barge and gill netting ● Monitored Northern Snakehead in the Potomac River as well as American Eel restoration projects in the Susquehanna River ● Surveyed and reported on environment and conditions of waterways, assembling and entering data ● Coordinated and resolved customer service requests relating to the cooperative fish tagging program. Facilitated investigation into impact of MC 252 Deepwater Horizon Incident in the Gulf of Mexico. Responsibilities included: ● Surveyed, mapped and collected oil in waterways following the spill ● Maintained a meticulous field notebook for legal use, used Trimble Nomad with arcGIS technology to record all data, searched for subsurface oil using snares and adhered to rigorous HAZWOPER and BP safety protocols ● Adapted to and worked in a range of conditions at several different field sites across Southern Louisiana. Student advisor and mentor, providing University staff supporting including: ● Taught two sections of Major Concepts of Biology Lab per semester ● Educated students on basic laboratory techniques and major ideas in biology, including function of cells, the human body, mechanisms of heredity, ecology and evolution. Planned, executed and analyzed research critical to waterways and wildlife in Alaska. ● Executed field research at the Toolik Lake Field Research Station in Arctic Alaska ● Implemented several freshwater limnology techniques including: Ekman Dredges, KB Corer, Van Dorn, YSI and Hydrolab Probes, Fish Traps, Littoral D-Nets ● Conducted research on zooplankton, fish and benthic invertebrate communities. ● Utilized stable isotope analysis techniques and enriched lakes with different isotopes to track food web and trophic interactions within lakes ● Planned experiments and overcame obstacles that come along with doing remote field research. ● Supervised Research Experience for Undergraduate (REU) students in the field and lab. Instructor and educator, responsible ensuring safety and compliance policies on the waterway. ● Educated the public on the coastal bays of Maryland and Assateague Island, through a 90 minute narrated tour ● Demonstrated several techniques for catching local organisms, using seine and dip nets, how to handle and properly identify the flora and fauna of the region ● Oversaw boat maintenance and repair, as well as winter storage preparations ● Responsible for boating and Coast Guard safety regulations pertinent to a commercial boating business. Conducted Submerged Aquatic Vegetation surveys. Located, identified and quantified SAV. Wrote reports for Anne Arundel and Baltimore Counties as well as the Virginia Institute of Marine Science. Used GIS software to digitize maps.
