David Barter’s Expertise Experienced Senior Leader and Consulting Executive across Defence and National Security, Resources, Energy, and Infrastructure Sectors. Accomplished professional with a proven track record across multiple markets and sectors, with governance and market expertise. Currently the Market Leader and Business Director for Beca's Defence and National Security Market and Business Line, an employee owned Trans-Tasman top-tier technical professional services firm. I have consistently focused on creating a strong and unified business culture capable of delivering sustainable growth in reputation, revenue, and profitability. My leadership style centers on fostering collaboration, empowerment, and engagement across teams, which I believe is fundamental to achieving long-term success. My role at Beca includes responsibility for the national market strategy development, execution and technology adoption to deliver growth objectives for the Australian business and to achieve leading market positions in our target market sectors. Prior to joining Beca, I worked for URS Corporation across a variety of senior roles including as an Asia-Pacific Business Line Manager, and Operations Manager for the Defence, Water and Infrastructure sections. This included growing both the systems and infrastructure businesses, and developing a special purpose joint venture with URS’ acquired companies EG&G and Lear Siegler Services Inc to target specialised In Service Support (ISS) and Through Life Support (TLS) contracts across the Asia-Pacific region. Previously as a Project Manager and Field Engineer with the United Nations, I was entrusted with evaluating post-war compensation damages in the aftermath of the Iraqi invasion of Kuwait during the First Gulf War. Operating at the intersection of international diplomacy, I effectively liaised and communicated at the highest levels of government. My professional credentials include being both a Chartered Fellow and Engineering Executive of Engineers Australia, a Certified Practising Project Director of AIPM, the Chair of the Aurecon Beca JV and Beca RPS JV Boards and former Chair of the Consult Australia Defence Roundtable.
