James Heintz’s Expertise Currently, I am the project manager for the Solid Waste Orphan Site Account (SWOSA) program in the Land Quality Division at the Oregon Department of Environmental Quality's HQ. This is a relatively new program that utilizes complex inter-and intra-program coordination of the Cleanup and Materials Management programs at HQ and throughout the regions, as well as coordinating with responsible parties, and our state and local government partners. In this role, I developed and maintain a program manual for training DEQ staff and a SWOSA-specific site assessment tool to prioritize funding. Additionally, due to the variable nature of these projects, I stay current on and regularly interpret statutes and rules to ensure the program operates within its authority. I am a charismatic project manager with a diverse employment background. I enjoy meeting new challenges head-on – I gather information and resources and adapt the plan as the picture becomes more apparent – adjust resources as the scope changes and call for assistance as I venture into uncharted territory. I perform well under pressure and excel in the fast-paced work environment, practicing clear communication and documentation to manage information effectively and successfully coordinate projects. I naturally bring calm into high-stress situations because of my experience, training, and teammates. I thrive in a team setting and am energized to work with experts on a variety of environmental issues. Since 2013, my work as a biological science technician, biologist, resource advisor, and project manager has afforded me unique insights into coordinating diverse teams on different kinds of projects. I am a natural leader and love working in a team setting. I have previously held certifications in everything from unexploded ordinance, to wilderness first responder, to incident command system modules. I am currently interested in focusing my career in natural resources, environmental science, and emergency response.
