Jocelyn Franke’s Expertise My superpower is rapidly analyzing and synthesizing information to help clients make informed decisions based on the best available evidence. I recognize that many organizations I work with, local, state, federal and nonprofit agencies, are overwhelmed with competing priorities, limited budgets, and a significant strain on their resources as they endeavor to meet the needs of the populations each serve. They don't always have the time to conduct in-depth research or design training to support their staff's needs. I offer capacity building support, steeped in evidence, with the ultimate goal of helping organizations increasing access to services and improve outcomes (directly or indirectly) for students at all levels. I bring more than 15 years of education, policy and technical assistance experience in service of these goals. This career was not what I planned. I started out a middle school teacher in Arizona and loved the unpredictability of engaging 120+ students in discussions about history, government, civic responsibility, and why the Constitution is such an amazing document. I truly enjoyed every day with my students. I would have taught forever, if not for the external pressures that made the job unsustainable and my stress level skyrocket. Low pay, increasing responsibilities beyond instruction, managing a second job to make ends meet, and enacting policies passed at the state and local level that fundamentally hurt student outcomes were just a few of the challenges. I saw the real time impacts on students of policies that were not informed by evidence and I found it maddening. As a teacher, my influence only extended to the confines of my classroom. I couldn't control the state legislature or the federal government, nor could I serve as an expert to inform policymakers about the impacts of their decisions. I decided I had two options- let it go and continue on the path to burnout before the age of 30, or do something to change the system itself. I earned my Master's from the LBJ School of Public Affairs and spent two years soaking up every opportunity available to learn, grow, and prepare to champion evidence-based decisions and engage in policy discussions that consider the impacts from all perspectives. Since graduating in 2014, I have dedicated my career in education research and policy using my superpower in support of clients for the betterment of students everywhere. I've worked the U.S. Department of Education, multiple state education agencies, and countless school districts across the country.
