Luis B’s Expertise I am a network engineer with 20+ years of experience. Back in the early 90's I ran a small personal BBS that had an e-mail gateway via UUCP - that was my first contact with the Internet. Later, in 1995, I met a Computer Science classmate who had the resources to build an ISP and invited me to the challenge. It was one of the first commercial ISPs in Brazil, as the Internet in the country was just becoming available to everyone. A couple years later I became a researcher for one of the teams that was deploying the academic Internet2 in Brazil. We played the game Quake over IPv6 with a team in Japan using the 6bone back in 2000! As we dug deeper into IPv6 we started to look for new uses for the protocol, so in 2001 we published an IETF Internet Draft proposing the replacement of the the MPLS shim header with IPv6 headers but it didn't get much attention from the community at the time. Later during my master's degree I shifted my focus to Internet routing and BGP. After my graduation I was invited to engineer a much larger ISP project and I’m on the marked ever since. As of today I'm conducting research on how to migrate a RSVP-based TE++ MPLS network to Segment Routing over MPLS using Flex-Algo in such a way that no external controller is needed. I have always been an avid member of network operators groups (NOGs), specially NANOG and LACNOG. Over the past 20 years I have attended many meetings and participated in various ways - from presentations, to policy proposals and also as being a chair and evangelist for BCOP groups. I co-authored RIPE-690 for IPv6 address assignment best practices. As a result of that networking I've made lots of good friends around the world. As a side effect of my previous jobs I have become very familiar with DWDM systems and the Latin American cabling systems - both land and subsea - especially in Brazil. I also have an extensive understanding of the peering policies for most major network operators, carriers and content providers. I know how to get to them and where they are.
