Margaret Liu’s Expertise Dr. Margaret A. Liu is a visionary biomedical scientist who has pioneered two significant technologies for preventing and treating diseases (bispecific antibodies for cancer, and nucleic acid vaccines) and has had executive and board experience in pharmaceutical, biotechnology and international institutions. She has focused on strategic development, guiding novel platforms from basic research into clinical entities, with an emphasis on global access. Internationally renowned, with leadership positions in the US, Europe, and Asia, she has also maintained an academic presence (UPenn, UCSF, Karolinska Institutet) both for her research and to train the next generation of health scientists. Dr. Liu is known as “The Mother of DNA Vaccines” a vaccine technology that paved the way for authorized COVID mRNA vaccines and which is licensed for veterinary applications and is considered crucial for addressing diseases which emerge due to pathogens that cross between humans and animals (One Health). She was instrumental in establishing the WHO Initiative for Vaccine Research, was on the committee that wrote WHO regulatory guidelines for DNA vaccines, and was the scientific lead for the WHO group that wrote guidelines for mRNA vaccines. When she was head of the Scientific Advisory Board of the International Vaccine Institute, (established by the UNDP with signatory countries, based in Seoul, Korea), IVI developed the first vaccine (for cholera) funded by the Bill & Melinda Gates Foundation, (where she served as Senior Advisor in Vaccinology). She went on the be the executive Vice-Chair of the IVI Board of Trustees. She has been on the NIH NIAID Council, the European Developing Country Clinical Trials Partnership Board, the SAB of the Jenner Institute (which developed the AstraZeneca COVID vaccine), and numerous other international boards all working for developing vaccines against infectious diseases and facilitating their administration in a more globally equitable manner. She is the CEO of PAX Therapeutics, a biotech company spun out of Brown University, developing gene therapy to treat tendon and ligament tears. While the first application will be for humans, the technology is also applicable to horses and other animals, notably large dogs. As Principal of ProTherImmune she advises a variety of institutions.
