Maureen Doyle’s Expertise Serves as the Operations Officer of the RDECOM Forward Element Command - Atlantic (RFEC - Atlantic) and RFEC Public Affairs Officer. Responsible for all forms of RFEC Atlantic knowledge management including design, coordination, standardization, implementation and documentation of applicable data management tactics, techniques and procedures employed by the International Technology Centers (ITCs) and the Field Assistance in Science and Technology (FAST) teams organized to support RDECOM International Science and Technology Search, International Cooperative Research, Development and Acquisition (ICRDA), Theater Security Cooperation and Warfighter Support missions in the RFEC Atlantic Area of Operation. Provides guidance and direction to members of the London, UK based Basic & Applied Research team and three geographically separate subordinate International Technology Centers located in the United Kingdom, Germany and France and to a subordinate Field Assistance in Science and Technology (FAST) teams located in Germany and Italy to standardize procedures for knowledge management and ensure implementation of effective data collection and reporting processes consistent with existing RDECOM policy, objectives and overall mission. Plans and synchronizes mission execution activities for RFEC Atlantic, and its subordinate activities. Manages RFEC Atlantic Public website and plans, programs, implements and manages publicly releasable briefs, presentations, articles and brochures relative to the RFEC Atlantic mission."Empower, unburden, and protect the Warfighter to enable the dominance of the Army." Serves as a Marketing Specialist for diverse initiatives, ensuring cohesive coordination and integration throughout the RDECOM and the Aberdeen Proving Ground community. Practices comprehensive event execution, coordinating the support and cooperation of functional and technical specialists, e.g. audio visual, P&E, PAO, operations, security, protocol and transportation. Generates event WARNOs/OPORDs and assist in the execution and coordination/approval process. In accordance with Command SOPs, develops cohesive pre-event planning documentation, to provide staff guidance and prepare Command leadership for participation. Manages pre/on-site/after action execution of initiatives, acting as Command Ambassador. Informs and educates RDECOM personnel in the proper development, implementation and utilization of market research information, exhibit design and development, promotional materials and return on investment principles and techniques. Plans, implements and coordinates comprehensive programs/events designed to inform and influence key decision makers both military and corporate. Initiates cross-command collaborations and external partnerships targeting other military services, academia, STEM focused diversity outreach organizations and non-profit participants to synchronize efforts to maximize participation as well as command brand, mission and vision. Provides comprehensive working knowledge on academic and STEM focused diversity partners and acts as a Command Ambassador to Senior Level Leadership. Acted as the Command representative during the planning and execution of official Military activities such as Aberdeen Proving Ground’s Army Ball, Command Staff Meetings, Change of Command Ceremonies, Change of Responsibility Ceremonies, Town Halls, and Commanders/Directors Conferences. Managed itineraries and event engagements of senior military and civilian leadership through the assembly of pre-event information packages, script revisions, pre-event briefings, and participation in after-action reviews. Acted as the Command representative for RDECOM and APG high-level VIP visits, and secured such required support functions as Audio Visual, photography, videography, Public Affairs Office, media, Subject Matter Experts, Security and Protocol. Responsible for securing and gaining approval to obligate Official Representation Funds. Responsible for collecting weekly Distinguished Visitors Reports from sub-organizations to include dates, locations, POC, and intent for each VIP visit and submitting reports to Army Materiel Command Headquarters.
