He took an active role on behalf of IMT-2000 spectrum at the CPM in November, 1999, and the subsequent identification of the 2.5 GHz band by WRC-2000. Beginning in 1995 Mr. Lynch had a leading role in analyzing sharing issues in the 3.5 GHz band and its identification for use by the fixed and mobile services. In the 2004 – 2007 time frame he promoted in ITU-R and CITEL the use of the 700 MHz frequency band which was subsequently identified by WRC-07 for IMT. Other responsibilities have included being the prime for Nortel Network’s live air licensing, radio related participation in CITEL’s Permanent Consultative Committee II (Radiocommunication including Broadcast), the Asia Pacific Telecommunity (APT), ETSI and CEPT. He is an active participant in ITU-R WP5A and WP5D. In addition to having served on the U.S. ITU Association (USITUA) Board of Directors Mr. Lynch chaired the Spectrum Policy Working Group (SPWG) of TIA’s Public Policy Committee. He chaired the IEEE 802.18 Radio Regulatory Technical Advisory Group (RR-TAG) and was a member of the IEEE 802 Executive Committee. He serves as the IEEE SA Technical Liaison to the ITU-R.
