Pj Tarver’s Expertise SETA support (technical consulting and advisory services) for Federal Client. Functions will include providing day-to-day collaboration with development contractors, other Government program office personnel and Government Customers on systems engineering and acquisition functions. Key functions include: Interface directly with development Prime Contractors in the role of oversight, monitoring of software development and integration activities and ensuring alignment with Government requirements and objectives Retain cognizance of wide variety of mission projects including, technical baseline, project schedules, dependencies, risks and cost Advise Senior and Mid-Level managers on architectural decisions to include investment strategies, acquisition portfolio priorities, risk assessment of project execution Conduct Strategic planning for both mission architecture needs (technical trade studies, definition of future architecture planning, software service recommendations etc.) and programmatic (Program Budget Guidance, cost estimation, generation of acquisition schedules) Accomplish performance assessment and provide estimates of cost, schedule and risk impacts to existing Ground architecture implementations Provide technical and cost assessment of vendor proposals, review technical reports, design artifacts and program plans. Systems Engineering and Technical Assistance for Federal Client on Big Data Cloud Based initiative spanning multiple Agencies. Project Manager for Federal client on effort to deliver risk assessment strategies with a multi-tiered approach founded on complex statistical studies, data analysis and rules based on knowledge engineering which allows analysts to visualize and comprehend vast amounts of interrelated information in graphical and spatial representation. Technologies utilized include Business Intelligence, Entity Resolution, Analytics and Modeling, and Multi-Dimensional Visualization in Cloud Based Environments.May 2015 - Present: Solution Architect, US Army G-1, Program Executive Officer, Enterprise Information Systems, (PEO-EIS), Product Director Army Human Resource Systems (PD AHRS) Commander's Risk Reduction Dashboard Program (CRRD). August 2015-October 2015: Program Manager, Agile Web Presence, National Geospatial-Intelligence Agency (NGA). Agile Web Presence (AWP) is a multi-domain presence enabling the rapid delivery of geospatial content to users through innovative solutions. It was the first Intelligence Community Directive (ICD) 503 accredited information system, and migrated development to the Amazon Web Services (AWS) cloud based environment. March 2015 - April 2015: Business Analyst/Quality Analyst Air National Guard, National Guard Bureau. An enterprise application for Air National Guards, that provides field personnel with the tools needed to effectively plan, execute, and learn from their recruiting and retention efforts. A Scrum based Agile software engineering process is used with focus on project transparency and client collaboration to ensure that the software products meet the needs of ANG. Existing planning modules were rebuilt to improve function, performance, and usability, and new modules were introduced that improve field users' ability to build, manage, and execute against strategic plans and budgets for recruiting and retention efforts. Dec 2015- Feb 2015: Senior Scrum Product Owner at the US Patent and Trademark Office, Patent Trial and Appeal Board (PTAB) Product Owner on complex, multi-year project to provide new functionality to Business users under Office of Application Engineering and Development. Interface with Business users to identify needs and translate into stories. Increased revenue to ~$3.6 Million annually. • Managed strategic communication and outreach through participation in symposiums, User Engagement Sessions, and Stakeholder Reviews. • Trained over 200 users at the National Geospatial Intelligence Agency (NGA) College in the use of the NGDS User Interface (UI). • Trained engineers in Open Geospatial Consortium Web Services (OGC), System Integration, and System Design. • Translated technical specifications into detailed product requirements. Selected Projects: Net-Centric Geospatial-Intelligence Discovery Services (NGDS) Prime Contract: National Geospatial Intelligence Agency (NGA) NGDS is the NGA Enterprise Discovery Service allowing user to search, discover and retrieve Imagery from multiple imagery repositories. End users include DoD, and IC users from multiple organizations. Tasks included briefing the Program to end users, Senior Executives (including the Director of NGA), and external customers. Provided full support for System Acceptance Testing. Geospatial Visualization Services (GVS) Subcontract: Lockheed Martin Incorporated (LMI) • Wrote technical study on Geospatial Service Catalogs • Integrated geospatial data into GVS baseline (Google Earth, ArcGIS, etc.). Consolidated Analytic Spatial Initiative (CASi) Subcontract to Concurrent Technologies Corporation (CTC) • Developed initial operating capability for the “Top Drawer” Program, currently called the Consolidated Analytic Spatial Initiative (CASi) Program. • Utilized Symantec database, to allow users to conduct searches for data based on content, as opposed to specific metadata attributes.• Project Manager for Net-Centric Discovery Services (NDS) Program supporting the Defense Knowledge Online (DKO-S) and GeoScout Programs for the National Geospatial-Intelligence Agency (NGA) and Marine Corps Intelligence Activity (MCIA). • Monitored all aspects of Program deployment. • Acted as a technical asset bridging the gap between the development team, the integration team, and Program Management. • Managed team of 5 professional Information Technology (IT) Engineers. • Responsible for planning work assignments, preparing schedules for completing assignments, assigning work to staff, and evaluating performance of employees. • Briefed Senior Executive Service (SES) Leaders from the Defense Intelligence Agency (DIA) and National Geospatial-Intelligence Agency (NGA). • Implemented schematics, diagrams and written and verbal descriptions to effectively solve engineering project issues. • Created Program Risk Matrix, and identified Risk Mitigation elements. • Wrote System Security Authorization Agreement (SSAA) and Configuration Management Plans in accordance with Director of Central Intelligence Directive (DCID) 6/3.Supported the National Geospatial Intelligence Agency's GeoScout Program in Network Design, Multi-level Security, and Systems Integration.• Supported the Defense Intelligence Agency (DIA) and other Department of Defense (DoD) customers under the Horizontal Fusion (HF) Program, implementing a Secure Web-based, Service Oriented Architecture (SOA). • Created Security Requirements Tractability Matrix (SRTM), Risk Assessments, and Security Test plans. • Wrote System Security Authorization Agreement (SSAA) and Configuration Management Plans.
