Ray Bates’s Expertise As Executive Director in the Division of Business Services (BSD) at the University of Pennsylvania, Ray Bates oversees the leadership and management of Human Resources, the Penn Children’s Center, and the Penn Ice Rink. Ray leads the BSD HR team in delivering comprehensive HR services to over 685 employees across the division. Partnering closely with divisional leaders, he develops and implements functional strategies tailored to the organizational needs of a diverse range of client areas, including both unionized (with three labor unions) and non-unionized environments. In his roles overseeing the Penn Children’s Center and the Penn Ice Rink, Ray is responsible for overall service-line strategy, operational execution, budget management, fiscal oversight, physical capital, and strategic workforce planning. Ray joined the University of Pennsylvania in 2020 after holding various HR and business roles at the Children’s Hospital of Philadelphia (CHOP), Croda Inc., and The Boeing Company. His experience includes work in mergers and acquisitions, joint ventures, and international programs, both in the U.S. and abroad. Ray holds an MBA in International Business from Washington State University’s Carson College of Business and is a double alumnus of Michigan State University, where he earned a Bachelor of Arts in HR Management from the Eli Broad College of Business and a Master of Science from the School of Human Resources & Labor Relations. He is also a veteran of the U.S. Army and the U.S. Marine Corps, with a combined 15 years of active-duty military service. Driven by a passion for service, Ray actively volunteers as a member of two boards of directors: The Haverford Soccer Club, where he serves as Board Secretary, Executive Committee member, and head soccer coach for the intramural and travel programs, and The Caring Center, where he holds the position of Board President and Executive Committee member.
