Rebal Ismail’s Expertise Rebal is an experienced leader in Vision 2030's realization mandate, specifically in the national transformation program, where he headed multiple functions including; execution, strategy, budgeting and performance. He was also part of the Saudi's delivery and rapid intervention unit that was responsible for designing and implementing cross-cutting transformational initiatives in economic and development sectors. Rebal comes from the Oil & Gas industry's operations, with extensive experience in refinery project construction, manpower development and refining economics. For most of his career, he has been an integral member of major projects that helped shaping Saudi Arabia’s energy portfolio and enhanced its environmental responsibility. Rebal had started his career with Schlumberger as a Well Integrity Services (cementing) engineer, designed and performed a range of jobs utilizing both conventional and unconventional cementing methods and technologies, in addition to his deep involvement in operations management and client’s technical support. He had then moved to Saudi Aramco to start his experience in the downstream business as a process engineer in Ras Tanura Refinery. After working in plants operation, turnarounds and start-ups, Rebal had joined his first major project for constructing and commissioning a diesel hydrotreater plant to produce ultra low sulfur diesel (ULSD). When Saudi Aramco was targeting becoming a world leader in the petrochemicals industry, he was then nominated to be the proponent for Saudi Aramco in Jazan Refinery & Terminal project. He began a cross-continent journey with the front end engineering design (UK) followed by the detailed design (Japan) and then to the construction phase of the project (Saudi Arabia). In addition to his critical role in setting the organization’s structure, manning plans and interface with key stakeholders.
