  Qualifications Background: Since retiring from NASA, I have continued to support and remain active in the Federal shared services arena by consulting on several re-competition efforts. I am currently consulting to a contractor located in Huntsville, AL. In addition to advising Federal contractors, I have expanded my portfolio by serving as an advisor to a non-profit organization for efforts that will improve the determinants of health for two historic, low income, trauma-informed neighborhoods on the MS Gulf Coast. Much of the projects require funding from grants to continue these efforts. Advising on these efforts and meeting with local and State elected officials seeking support for these grant requests. I continue to share my experiences with both shared services and procurement to various companies. Nine years as a senior manager leading a multi-functional shared services organization of over 500 employees from start-up to maturity including all aspects of business, resources management, risk and performance management, customer satisfaction/communication, human resources, institutional operations and new business activities. Five years as the Stennis Space Center (SSC) Procurement Officer supporting propulsion testing with twenty-five years of progressively responsible experience in the acquisition arena -Department of Defense and NASA Member of the Senior Executive Service since 2007 Implemented Lean Six Sigma at the NSSC and implemented ISO 9000 at SSC Developed NSSC's Balanced Scorecard based on the Norton and Kaplan model Successfully merged both the Customer Satisfaction and Communication Office and the Chief Information Office under my leadership Successfully transitioned NASA's Information Technology Infrastructure Integrated Program's (I3P) Business Office into the Business and Administration Office at the NSSC Supported the successful proposal to OMB and Congressional staffers allowing an additional WCF for the I3P project (~400M) Skilled in strategic planning, leading a multi-functional organization, good communication and mentoring skills-with experience in every key aspect of running a large organization Received numerous awards based on successful financial experience with lowering overall NSSC operating costs year on year as well as very positive customer satisfaction ratings (average 94% satisfied) Rebecca S Dubuisson
