Robert Crear’s Expertise Retired Army Brigadier General: Former District Engineer, Chief of Staff and Commanding General in the US Army Corps of Engineers where he served worldwide, commanded organizations and led soldiers and civilians at every level. Nominated by President Bush and confirmed by the US Senate as President of the Mississippi River Commission 2004 - 2008. During Operation Iraqi Freedom, he served in Iraq as Commander of Task Force Restore Iraqi Oil (RIO), an organization he organized, trained and led from January 2003 to November 2003 while serving as Commander of the Corps Southwest Division in Dallas, Texas. TF RIO was responsible for a first-of-its-kind mission for the Department of Defense which was first to extinguish all oil fires and then to restore the oil infrastructure, production, export capability, and the internal distribution system, in addition to importing fuel for humanitarian purposes. The TF RIO team consisting of 240 Corps volunteers, over 500 contractors and 60,000 Iraqi oil workers, all worked together to execute a 4 billion program to safely and effectively help ensure the economic recovery of Iraq. He also organized served as Commanding General of Task Force Hope. TF Hope is the designation given to the Corps’ effort in Louisiana and Mississippi in support of the FEMA’s national response plan to Hurricanes Katrina & Rita. Engaging more than 3,800 personnel at its peak, TF Hope is the largest disaster response and recovery operations in the history of the Army Corps of Engineers in terms of scope and funding: Removed 220 million gallons of water from New Orleans in 47 days; Restored 220 miles of levees and flood walls; removed 53 million cubic yards of debris; installed 131, 210 temporary roofs and 428 generators; constructed over 1000 structures and delivered 2833 truckloads of ice and 2517 truckloads of water. TF Hope is now focused on constructing a 14.6 comprehensive hurricane and risk reduction system in south Louisiana.
