Ruby Casey’s Expertise Provided support for research, analysis, documentation, and testing online Pacbase (COBOL) programs in a Unix/Oracle environment for Mission Funded Cost Application financial system conversion to Maritime System Enterprise Mission Funded Cost Application and Payroll Application. In addition, provided support for research, analysis, documentation, and testing Pacbase (COBOL) reports in a Unix/Oracle environment for Mission Funded Cost financial system conversion to Maritime System Enterprise Mission Funded Cost utilizing Business Objects. Currently provide support in the research, analysis, documentation, programming, testing, and internal (team) configuration management of Pacbase and COBOL online/batch programs (multiple system versions) in a Unix/Oracle environment for Mission Funded Cost financial system transition from the Standard Accounting and Report System (STARS) to Department of the Navy (DoN) Standard Accounting, Budgeting, and Report System (SABRS). Provided Financial Team new member training to include, but not limited to, Cost Application functionality and navigation, Pacbase (COBOL), TOAD, Dimensions, Software Design Documentation, and reports. Security Clearance: Secret.Provide support on the SMLIS program, a program for supporting the U.S. Naval ship maintenance community and have provided related support on the same application (Cost) prior to the SMLIS program. I possess a broad understanding of the Cost application, its functionality and structure, through many years of experience working on the application, beginning in 2003. I continue to support legacy Cost, as well as MSE 1.0 through MSE 1.1.0.0, including multi-UIC and multi-FY across multiple release levels. For legacy (Mission-Funded) Cost, I designed, developed and tested batch programs, using Pacbase, to create Cost application programs and reports to process Cost transactions (material, labor, etc.), and also performed analysis and modifications/enhancements as need as part of operational support. For MSE, my focus has been on creating the Software Description Documents (SDDs) for Cost application batch processing (both transaction processing and batch reports). I have created numerous SDDs by conducting extensive research in Cost applications system functionality, Pacbase programs and scripts, and PL/SQL packages and procedures. I created flowcharts and pseudo-code as necessary to determine the exact nature and purpose of existing code. I have provided testing support for all Cost reports using SQL and Toad, and have developed the Cost application portion of the test cases for all Cost MSE reports implemented in Business Objects. I provided test team support to help accurately test Cost application functionality, reviewed test data to ensure appropriate test case set up, answered functional questions, and otherwise help determine whether there was an error in the program or report. As necessary, I make corrections based on reported defects. Additionally, I have been responsible for updating Interface Design Documents (IDDs) and I complete other tasks as needed and requested by the project manager.Analyzed, researched, developed, modified, debugged and documented batch PACBASE (COBOL) programs and scripts in a Unix/Oracle environment for Mission Funded Cost financial system. Utilized PACBASE (COBOL) and SQL to develop and maintain a batch system which process records to and from Shipyard Management Information System (SYMIS) Mission Funded Cost and Standard Procurement System (SPS); developed batch programs which processes data from four naval shipyards Intermediate Maintenance Facility (IMF) into the Mission Funded Cost system. Researched current Cost batch system to update current documentation and flowcharts.Analyzed, modified, debugged and documented batch PACBASE (COBOL) programs for existing Provider/Practitioner businesses while utilizing TSS on the Honeywell mainframe IDS II, hierarchical and network file systems. Worked closely with customers and co-workers to understand the business, data structure and data flow. Conducted Provider/Practitioner database structure class to other teams; prepared and provided PACBASE instruction to teammate; provided on-call support of batch processing. Analyzed, debugged, documented and provided on-call support for the PACBASE Membership & Billing system Algorithm and Capitation processes.Participated in the conversion of an accounts payable PACBASE system from VSAM to DB2 and COBOL to COBOL II. PC-based experience includes Micro Focus COBOL, DB2, XDB, and PACDESIGN. IBM mainframe experience includes SQL, JCL, TSO, QMF, and ESP. Utilized DSMS for the configuration management of PACBASE (forward and reverse) programs on both platforms and across release levels. Applied the additional functionality of multicurrency and multilingual capabilities for international clients which included the bilingual modification of programs, reports, and database currency amounts. Maintained, enhanced, and developed PACBASE programs for multiple software release levels while at the customer site. Utilized Execution Scheduling Processor for the system testing of a future release level of the batch network. Gained technical writing experience in the development of programmer specifications for a multisystem interface.Unisys 1100/2200 experience includes PACBASE and COBOL programming; hierarchical network database structure, analysis/modification studies of current programs and screens, and cooperative processing. WANG VS-100 operating system programming experience included the conversion of Honeywell COBOL to WANG COBOL; WANG COBOL program modifications for several Air Force software systems, and lead role on modification project requiring supervision of one person and customer interface. Solely designed and developed online training prototype, and participated in the design and development of an online training subsystem. AT&T 3B2 UNIX operating system experience included conversion of WANG COBOL to LPI COBOL. Manned technical u201chot-lineu201d desk for 14 Air National Guard sites throughout the United States which included troubleshooting software and hardware problems. In addition, added enhancements to software while configuration manager for three Air National Guard systems. Responsible for certain task management functions in absence of Task Leader to include scheduling, manhour and cost accounting, quality control, interviewing prospective employees, timecard submittals, weekly deliverable reports and task order deliveries. Assisted in the preparation of HDSC program reviews and progress reports. Technical writing and documentation experience gained in the development of an Operational Requirements Document and Test & Evaluation Master Plan; teamed in writing technical portion of Standard System Center re-compete proposal and CALM proposal; red-teamed NAVCOMTELSTA proposal; conducted an economic cost analysis of USAFA tracking system (CAMIS) requiring research of hardware platforms, fourth generation languages and CASE tools; produced a variety of documentation for several Standard Systems Center (SSC) software systems to include System Specifications, Unit Specifications, Program Maintenance Manual, Operations Manual, Test Plans and Implementation Procedures.
