Steve Bowman’s Expertise Career governmental administration veteran with 40 years of progressive law enforcement supervisory and governmental management experience. I started my supervisory career as Chief Deputy Sheriff of the Isle of Wight County Sheriff's Office in 1987. During that time, I was second in command of a law enforcement agency responsible for the safety and security of citizens in a suburban/rural area encompassing 326 square miles in area. In 1992, I applied and was successful in being hired as the Deputy Chief of the Virginia Marine Patrol which later became the Virginia Marine Police. During that time, I instituted major overhauls in training, benefits improvement and equipment acquisition. In 1996, I was promoted to Chief of the Virginia Marine Police. This law enforcement division was responsible for the enforcement of fishery and criminal laws in 26 counties and 17 cities bordering the eastern third of the Commonwealth of Virginia. We were responsible for search and rescue as well as port security for the Port of Hampton Roads and the Virginia coastal ocean. In 2006, I was appointed by Governor Timothy Kaine as Commissioner of Marine Resources for the Commonwealth of Virginia. This position was responsible for all facets of marine life management and its associated habitat in Tidewater, Virginia. I managed a staff of 188 employees with an annual budget of around 23 million dollars per year. During my tenure, the Commonwealth saw a resurgence of the blue crab and striped bass and oyster fisheries. Our law enforcement division remained well funded and equipped. I was reappointed in 2010 by Governor Robert McDonnell and continued my successful tenure until my retirement in.2012. In 2012, I applied for and was appointed Chief of Police for my hometown, Smithfield, Virginia. During my tenure, the Smithfield Police Department has been reaccredited by the Virginia Law Enforcement Professional Standards Commission and been named a Certified Crime Prevention Community. In 2017, I was re-appointed as Commissioner of Marine Resources by Governor Ralph Northam for a third term. I retired from this position January 14, 2022. During my career, I re-organized and professionalized every facet of operations under my command. I continuously received excellent audits by the State Auditor of Public Accounts. I am very competent in the management of operations both from a fiscally responsible perspective and motivational dynamic. I enjoyed a great rapport with those under my command.
