Knowledge of a wide range of Federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of contracts, directly applicable statutory provisions, and procedures to be able to perform well defined and well precedented contract · Develops proposals in response to request for proposals and invitations for bid. · Negotiate all contracts, with owners and with subcontractors. · Monitors contract performance. · Develop project budgets and schedules based on scope of work. · Knowledge of negotiation techniques and technical requirements sufficient to negotiate preaward or postaward changes to contract. · Knowledge of price and cost analysis and able to conduct market research. · Knowledge of commonly used contracting methods and contract types. · Knowledge of report writing techniques to present factual information clearly.Provide business advice to the customer and perform all preaward and postaward functions, using a wide range of contracting methods and types, to procure complex construction projects. Procure standard or specialized service; supply; and/or construction items, services, and/or materials through formal advertising and negotiation procedures using a variety of contract types. Knowledge of a wide range of Federal contracting laws, regulations, policies, procedures, methods, techniques, and contract types applicable to preaward and postaward actions for a variety of contracts, directly applicable statutory provisions, and procedures to be able to perform well defined and well precedented procurement functions. · Procure and plan acquisitions for standard or specialized items, services, and/or construction contracts where specifications have become standardized and established competitive markets and price competition exist. · Develops solicitations and evaluates responses. Prepares and issues solicitation documents selecting appropriate clauses, ensuring clear and complete specifications, including packing and delivery requirements or other routine supplemental stipulations. · Monitors contract performance and assists in contract. · Executes post ward contract management. · Knowledge of negotiation techniques and technical requirements sufficient to negotiate preaward or postaward changes to contract. · Knowledge of contract termination procedures sufficient to review and analyze settlement proposals and able to negotiate settlements with contractors. · Knowledge of price and cost analysis and able to conduct market research. · Knowledge of commonly used contracting methods and contract types. · Knowledge of report writing techniques to present factual information clearly, write procurement memoranda, and draft simple contract provisions and supporting documentation.Analyze and interpret data for management and technical users. Support database development and maintenance with emphasis on data input, query, and report generation. Develop and maintain integrated schedules for various development projects. Prepare cost analysis for the contract project elements. Support the Program Planning and Budget Execution process. Develop monthly variance and trend analysis. Analyze and interpret financial data, contract funding and changes, and provide weekly status. Assist in monthly cost reporting and funding process. Provide monthly tracking and aging reports of open contract changes. Identify areas of concern and trends using advanced analytical capabilities.Performed take offs of construction plans prior to submitting formal bid to project owner for project award. Performed all preconstruction services after award of project, prior to starting construction. Repsonsible for working with various subcontractors across all trades of the industry to prepare competitive bids for project bidding. Maintained historical pricing database for company to be used for forecasting and bidding project values. Awarded projects ranging in cost from $2500 to over $2M in value. Responsible for negoitating and buying out subcontracts when awarded projects. Worked with subcontractors to ensure timely start and completion of projects.Analyzes scopes of work through document review and interview with project and task managers. Worked on complex problems where analysis of situations or data requires an in-depth evaluation of various factors. Calculated and prepared various comparison reports, charts, and tables for project analysis. Developed budget forecasts; monitors progress of work to assure adherence with budget. Prepared special reports, studies, etc., requested by the client and or project management. Performed change order/impact analysis. Participateed in contract processes with client, subcontractors, and others as required with respect to cost elements. Ensured that corporate cost control and estimating standards were implemented and that all project related activities comply. Developed amd implemented project controls standards and procedures; monitors compliance, initiates corrective measures as necessary. Worked with management to organize schedule changes due to backlogs, scope changes, and material or labor shortages. Prepares work orders for purchase requests based on work schedules. Evaluated field and deliverable work specifications and data to determine processes, tool, and manpower requirements. Interacted directly with Project, Task Managers and field crews and may interact on a limited basis with clients and sub-consultants.Assist with design and coordination of Development projects. Projects include but not limited to; subdivision, residential, commercial, medical, drainage, grading, sewer, storm water, water/waste water, road and transportation. Day to Day Duties: •Assist project team in monitoring on going projects insuring projects are on schedule, within budget and within specs •Assist with reviewing and approving of purchase orders and change orders •Develop and design project schedules as needed and incorporate consultant schedules into master schedules •Resolve field initiated questions •Prepare project studies, reports, etc… •Assist with on site project inspections and permitting •Review engineering and architectural plans •Assist in maintaining on site safety guidelines •Attend all project related meetings Recent Projects: Completed construction of 80 million dollar research institute, The Burnham Institute for Medical Research at Lake Nona. A BSL Level 3 research laboratory. 175,000 SF 2 building (connected) campus on 12 acres. Currently assistant project manager for the widening of a 2 lane highway into a 6 lane median divided highway for a 5 mile length in south east Orlando. A 16 million dollar project, funded both privately and publicly.Provided administrative support to Detachment 8, Titan & Delta Rocket Launch Support as well as Rescue Wing at Patrick AFB. Provided personnel support to the entire 482nd Fighter Wing. Conducted monthly in processing procedures and briefings for all newly assigned personnel. Maintained personnel files for entire Wing. Updated military records for promotions and personnel data, with over 99 % Accuracy. Honorably Discharged from U.S. Air Force Reserves.Coordinated, prepared and tracked proposals Tracked and approved invoices. Responsible for collecting account receivables from clients and consultants. Coordinated numerous extensive and detailed travel arrangements on a daily basis, available after hours for any problems that need. Maintained electronic calendars in MS Outlook and self maintained appointment books. Provided electronic, written and oral reports on various employee and marketing issues, using MS Excel and MS Word. Attended project related meetings with clients when needed and attended all administrative in-house meetings. Other duties included screening phone calls, reading and responding to emails for the President, filing of all project related correspondence, and typing all letters and contracts for clients, inter-office memos and other clerical duties that arose.Provided administrative support to Base Commander and other high-ranking base officials. Assigned to Civil Engineering squadron, working with surveyors and engineers for new construction on base and renovating existing buildings on base. Responsible for maintaining Personnel Readiness Unit for deployment of personnel. Obtained National Secret Security Clearance. Nominated and selected for U.S. Air Force Honor Guard Duty in Washington D.C. Travel arrangements, electronic calendars, coordinated and attended numerous social events. Acted as liaison between squadron and commander. Awarded Airman of the Quarter at Group level. Served in Operation Southern Watch, Riad & Prince Sultan Air Base, Saudi Arabia.
